Twitter has added a new feature to it's site, this feature allows you to receive message directly from the user, you are not following. Earlier, the person you are following, was only able send message to you but now the things have been reverted by Twitter.
You can enable or disable this feature in your twitter account and it's not compulsory, Celebrities and top people will now find it easy to chat with top people without being fooled by fake account, This feature has added more private message strength to the Earlier site system.
Whenever you will open your twitter account, you will see this option your profile page, which you can open to apply new settings as per your requirement.
Well as one thing might be fearing you, and yes, that is spam, but you don't have to worry about it as Twitter is taking care of it and you are allowed to block specific persons from which you don't want to receive the message but you are following him.
